HTML-Kit 
Full-featured, highly customizable development environment that can be used to create, edit, validate, preview and publish web pages and scripts. Powerful but quirky (it can't tell correctly where words begin and end), yet is the only freeware HTML editor program I've found that does what I need (including previewing SSI includes) and I use it. It will link to TopStyle Lite (see below) for seamless editing of CSS style sheets.

HTML editor. Careware - do someone a good deed and get a nice feeling, and get this free as well. Version 4 is Windows native code (still available here), version 5 and later are Java and run like drying paint on older PCs.

 Good Keywords
Free Windows software for finding the best set of keywords for your web pages. It uses search engines like GoTo, 7Search, Direct Hit and Lycos to build a suitable keyword set. It then builds the required keyword meta tag ready to be pasted into your HTML file.

Link Popularity
Link Popularity Check is a freeware program that checks the link popularity status of your web site on several search engines and compares it to other web sites on the Internet.

Identifies broken links on your site, creates a site map. With various options, which make this the first program like this I have found that actually works for this site!
